Designates as Wilderness certain lands in the Humboldt-Toiyabe National Forest, which shall be deemed part of the Hoover Wilderness and Emigrant Wilderness. Amends the Wild and Scenic Rivers Act to designate specified segments of the Amargosa River, California, as a component of the national wild and scenic rivers system.
