The White River National Forest (CO) controversy (ITN, Sept. '99) taught us a lesson: When a national forest revises its comprehensive Forest Plan, everything is up for grabs, including trails where mountain biking is allowed. Federal law requires that each national forest revise its Plan every 15 years.

By our count, 36 of the more than 125 forests are currently engaged in plan revisions, and many more are about to begin. A new IMBA project aims to influence these plans to protect bicycling access, and to improve ecosystem conservation and forest management. To accomplish this goal, we are building a database of the national forests, preparing formal comments for each plan revision, and assisting local advocates who are in the best position to work with agency managers.
